DESCRIPTION OF QUALITY CONTROL WITH THE CONSIDERATIONS OF SAIDI, SAIFI, CRP AND CPD INDICATORS FOR DISTRIBUTION SYSTEMS OPERATORS

The year 2015 was the last year in which the current model of regulating the five largest Distribution System Operators (OSDs) functioned. From 1 January 2016 on the basis of an agreement between the Energy Regulatory Office (ERO) and the DSO, a new model has been introduced. Updating the approach to setting the weighted average cost of capital, re-evaluating the efficiency of the company’s operating costs and balance sheet volume, as well as new elements of quality regulation.

The study presents a description of quality regulation including SAIDI, SAIFI, CRP and CPD for Distribution System Operators included in the new Regulatory Model for the years 2016 – 2020. The changes will affect the return on regulated revenues of electricity distribution companies. The consequence of failure to meet conditions and indicators according to the idea of ​​the new system will be to reduce the return on capital.
