Conditions for participation

Permission to carry out given activity or action

The Offeror must meet the following conditions in order to be granted the order.

* Offeror must have all legally required permits, licenses and authorisations necessary to carry out the given activity or action.

* Offeror’s financial and business status allows them to complete the order.

* Offeror has the resources and experience necessary to complete the order.

* The Offeror should guarantee a method of completing the order that is beneficial from the point of view of the environment by minimising material use, waste, energy etc.

Knowledge and experience

The Offeror should posses experience in the field of:

* Laboratory scale production of PERC photovoltaic cells and modules,

* Electroluminescent measurements of PERC cells,

* Measuring the I-V characteristics of PERC PV cells and modules.

The Offeror must have at least a 5-year experience in scientific research and analytical research of technological solutions used in the PV industry as well as measuring characteristics of prototypes in that sector.

Technical potential

The Offeror must have the necessary apparatus and technical facilities needed for completing the ordered object as described in Appendix 1.

Employees capable of completing the task.

The Offeror should have sufficient staff capable of completing the order.

Financial and business position

The Offeror’s financial and business position must be adequate to guarantee the completion of the order.

Additional requirements

1. The Offeree will sign an agreement with the Offeror who proposes the best offer with the stipulation that the conditions of the agreement will contain:

* in the case of public universities, national research institutes, institutes of the Polish Academy of Sciences or other organisations that carry out research and spread knowledge (as mentioned in art. 2 pkt 83 rozporządzenia Komisji (UE) nr 651/2014 z dnia 17 czerwca 2014), which are subject to evaluation of research or research-and development activities (as mentioned in art. 41 ust. 1 pkt 1 i art. 42 ustawy z dnia 30 kwietnia 2010 r. o zasadach finansowania nauki (Dz. U. z 2014 r., poz. 1620)): holding a minimal grade of B.

* in the case of public universities, national research institutes, institutes of the Polish Adcademy of Sciences or other organisations that carry out research and spread knowledge (as mentioned in art. 2 pkt 83 rozporządzenia Komisji (UE) nr 651/2014 z dnia 17 czerwca 2014), which are subject to evaluation of research or research-and development activities (as mentioned in art. 41 ust. 1 pkt 1 i art. 42 ustawy z dnia 30 kwietnia 2010 r. o zasadach finansowania nauki (Dz. U. z 2014 r., poz. 1620)) holding a lower grade than B and other institutions: obtaining a written premission by the Offeree from the National Centre for Research and Development allowing the Offeror to participate in part of the project.

2. Also, any Offeror who has personal or financial connections with CBRTP is automatically excluded from the tender procedure. “Personal or financial connections” means mutual connections between the Offeree or persons authorized by the Offeree to incur obligations on his behalf or persons involved in the profess of preparing and carrying out the tender procedure and the Offerer, in particular:

* being part of a civil law partnership,

* owning more than 10% or company shares or stocks,

* acting in the board of directors or as management, procurent or proxy,

* marriage, first or second degree of  lineal or collateral consanguinity or affinity, adoption, custody, guardianship.

Conditions for changing the agreement

The Offeree allows for annexing the agreement with the given Offeror, especially due to circumstances unforeseen at the time of signing the agreement which might have a significant impact on carrying out the POIR.01.01.01-00-1598/15-00 agreement, of the project: ”Projektowanie technologii wytwarzania komponentu i pasty miedziowej wykorzystywanej w procesie produkcji kontaktów elektrycznych ogniw krzemowych”, due to changes of relevant legal regulations, natural or man-made disasters and other random events that are objectively independent of the Offeree and Offeror, that concern the changes in scope, time, and method of completing the order.

Criteria for choosing the offer:

The only criterion is price. Offers are assigned points in the scale of 100pts (from 0pts to 100pts – assigned proportionally to the lowest-priced net offer, i.e. minimal net price of all the offers divided by net price of the given offer times 100). The maximum number of points is 100pts.

The price is supposed to be given in EUR, (net price value). The price should (if applicable) include and precisely distinguish the entirety of the wages due to the Offeror.

Exclusion from the procedure

The Offeree rejects an offer in the following cases:

* The offer contains significant errors in price calculations

* The contents of the offer do not match the ones specified in the inquiry

* The offer shown by the Offeror does not meet the requirements specified in the inquiry

* The offer was submitted post-deadline

* The offer was submitted by an Offeror, who is subject to exclusion due to existing financial or personal connections

The Offeree nullifies the tender procedure if:

* no valid offer was placed

* the best offer or the lowest-price offer exceeds the amount the Offeree has allocated for financing the order, unless the Offeree is able to rise the amount to meet the best offer

* a significant change of conditions has taken place such that completing the tender procedure or completing the order does not lay in the interest of the Offeree.

CBRTP supports scientific and students community in promoting Renewable Energy Sources

 

Research and Development Center of Technology for Industry has a privilege of being a partner in workshops at the Day of Renewable Energy Sources “OZE Days”, held on April 6-8 at the AGH University of Science and Technology.

 

“OZE Day” is a festival of science, which is a combination of various exhibition, workshops and conferences on renewable energy sources. CBRTP sees great student interest in the subject of renewable energy sources, especially students of engineering. CBRTP wants to actively support the education of engineers and scientific development of academic staff being an organization, which hosts promising projects related to photovoltaics.

 

Using the workshop young scientists broaden their knowledge, and, we believe, will find inspiration for further work on efficient ways of production and use of “green energy,” said Grzegorz Putynkowski, vice president CBRTP.

 

“OZE Day” participants will have the unique opportunity to participate in workshops on photovoltaics, biomass, solar panels, AutoCAD and OZC Auditor software, micro-installations and heat pumps. Inspiring meetings of scientists involved in the RES topics will take place at the university for the sixth time. This year edition will focus on economics and finance in RES and renewables dedicated primarily to transportation.

CBRTP at the seminar „Smart Grid technological platform”

Research and Development Center of Technology for Industry was a partner of the seminar „Smart Grid technological platform” under the auspices of the Dean of The Faculty of Electrical Engineering, Automatics, Computer Science and Biomedical Engineering. The seminar was hold on March 30, 2016 at the AGH University of Science and Technology.  

    

Grzegorz Putynkowski, vice-president CBRTP, has presented a very current topic of a drone as an alternative to conventional rotorcrafts, which are currently used for the monitoring of strategic infrastructure for power transmission and electricity distribution networks. The speaker presented advantages of the drone over traditional cost intensive methods used in flown inspection tests.

 

The seminar brought closer to the novel design the GEOMONITOR drone developed on the initiative of CBRTP and based on patented technology, which allows for increased capacity. It enables transferring of research equipment and an extraordinary resistance to deviations, resulting in precise measurements and ensures reliable data.

 

Drones used for flown inspection tests of power infrastructure enables easily and collision-freely checking the status and planning of investment in the generation, transmission and distribution of electricity. The use of drones on a large scale is an efficient way of managing network assets and avoiding failures in the power system, said Grzegorz Putynkowski, CBRTP co-founder.

 

Seminar “Smart Grid” has been dedicated to intelligent power systems. Their function is to provide energy services to clients, using IT systems and at the same time increase efficiency, reduce costs, and integrate distributed energy sources.

XI. ENTITIES EXCLUDED FROM THE PROCUREMENT PROCEDURE:

The performance of the subject of the contract cannot be outsourced to entities related by capital or personally with the Contracting Authority. Capital or personal relations mean mutual interactions between the Contracting Authority or persons authorized to incur commitments on behalf of the Contracting Authority or persons performing on behalf of the Contracting Authority activities related to the preparation and carrying out of the procurement procedure, and the contractor, consisting in particular in:

  1. a) participation in the company as a partner in a private partnership or partnership,
  2. b) the possession of at least 10% of stocks or shares,
  3. c) functioning as a member of a supervisory or management body, proxy, power-of-attorney,
  4. d) being married, related or in affinity in a straight line of the second degree or in affinity of the second degree in a collateral line or by adoption, guardianship or custody.

XII. TERMS OF CHANGES IN THE AGREEMENT

The Contracting Authority provides for the possibility to change the agreement, with the selected Contractor, in particular in the case if circumstances occur that are unforeseeable on the date of signing the agreement, and having a significant impact on the execution of the Project performed under the Applied Research Programme consisting in particular in the need for additional work or the need to change the scope of work or the need to change the time limits for reasons independent of the parties.

DESCRIPTION OF THE SUBJECT OF THE CONTRACT Making available/leasing equipment and laboratory space, technology and measurement equipment needed to carry out research consisting in the development of material technology of components and pastes for the manufacture of electrical contacts used in the production of silicon cells. The laboratory area should consist of at least: 1) Laboratory: chemical, diffusion, metallization, screen printing and soldering; 2) Measurement room; 3) Office room; 4) Technical facilities for equipment and laboratories. The rooms made available should have a minimum total area of ​​150 m2. The research apparatus available in the above laboratory space should take into account at least: 1) Belt furnace for firing and metallization of silicon substrates; 2) Screen printer for silicon substrates; 3) Fume hood; 4) Furnace for diffusion and passivation of silicon substrates; 5) Post for applying layers of titanium oxide. The leased laboratory space, together with research apparatus must be available for at least 4 hours a day, 150 days a year.
  2. REQUIRED TIME LIMIT FOR COMPLETING THE CONTRACT 24 months from the date of signing the Agreement.

III. TERMS OF PARTICIPATION IN THE PROCEEDING, DESCRIPTION OF THE METHOD FOR EVALUATING THE FULFILLMENT OF THESE TERMS, AND LIST OF STATEMENTS AND DOCUMENTS THAT ARE TO BE PROVIDED TO THE CONTRACTOR IN ORDER TO CONFIRM THE FULFILLMENT OF THESE TERMS 1. A conditional agreement shall be signed with the Bidder whose offer is selected as the best offer, which shall bind the Contracting Authority and the winning Bidder only if the Contracting Authority obtains financing for the planned project under the tender for Measure 1.1 “R&D projects of businesses”, Sub-measure 1.1.1 “Industrial research and development works carried out by businesses” of Operational Programme Smart Growth. 2. The Contracting Authority shall notify the Bidder of the place and date of signing the agreement.

XII. ENTITIES EXCLUDED FROM THE PROCUREMENT PROCEDURE: The performance of the subject of the contract, according to Annex no. 3 “How to incur expenditure in accordance with the principle of fair competition”, cannot be outsourced to entities related by capital or personally with the Contracting Authority. Capital or personal relations mean mutual interactions between the Contracting Authority or persons authorized to incur commitments on behalf of the Contracting Authority or persons performing on behalf of the Contracting Authority activities related to the preparation and carrying out of the procurement procedure, and the contractor, consisting in particular in: a) participation in the company as a partner in a private partnership or partnership, b) the possession of at least 10% of stocks or shares, c) functioning as a member of a supervisory or management body, proxy, power-of-attorney, d) being married, related or in affinity in a straight line of the second degree or in affinity of the second degree in a collateral line or by adoption, guardianship or custody.

XIII. TERMS OF CHANGES IN THE AGREEMENT The Contracting Authority provides for the possibility to change the agreement, with the selected Contractor, in particular in the case if circumstances occur that are unforeseeable on the date of signing the agreement, and having a significant impact on the execution of the Project performed under Operational Programme Smart Growth 2015 consisting in particular in the need for additional work or the need to change the scope of work or the need to change the time limits for reasons independent of the parties.

12th Congress of New Industry 2015 – Innovative energy needs appropriate facilities

Good cooperation of science and business, acceptance of risk, tolerance of failures – such conditions must be met in order to create an innovative economy. At the panel “Innovation in the energy sector. From idea to market” during the 12th Congress of New Industry it was discussed how the energy sector copes with this.

When it comes to innovation energy is a specific sector – dominated by huge concerns, which raises certain conditions. On the one hand, large companies have a powerful capital base, enabling to finance innovative activities, but on the other hand, the corporate structures sometimes block the rapid implementation of ideas. “In a small structure, the approach to innovation is not difficult. In a large one, because of certain customs of the structure, inertia, this often looks different,” said Dariusz Marzec, Vice President of development atPGE. “It is difficult for a transatlantic liner to zigzag,” he added.

 

This does not mean that energy concerns are doomed to conservatism by definition. “In our strategy from last year, innovation became a central element, connecting its other goals. Let’s remember, however, that innovation is never an end in itself; it always serves the goals of our business, increasing revenue, reducing costs, increasing the company’s value,” convinced the Vice President of PGE. He admitted that a big problem is the acceptance of risk which is inherent in innovative activities. He stressed that the shift of the company onto innovative tracks is a problem not only of the organizational structure and money (and it is already happening at PGE) but above all a change of mentality. “Innovation is in our heads,” said Dariusz Marzec.

 

These changes can be accelerated through organizational changes. “New procedures are needed in management systems,” said Grzegorz Putynkowski, Vice President of Centrum Badań i Rozwoju technologii dla Przemysłu. “We have already grasped the problem organizationally, we are working on several promising projects, but we will have to wait for the effects. We are still at the beginning of the road,” said Dariusz Marzec.

 

However, industry will not become innovative without cooperation with science. Here, too, there are encouraging signs, especially in the case of energy. At AGH the Energy Centre was established which is to focus research and development work in this sector in one place. There will be 40 terrifically equipped laboratories operating as part of the centre. “We will not employ professors permanently but provide laboratories to teams appointed to solve specific problems reported by business,” said Prof. Wojciech Nowak, director of the Centre.

 

Patrycja Zielińska, Vice President of the Industrial Development Agency emphasized that Polish innovation is slowly entering a new stage. “We have well-equipped laboratories, research and development centres, we have already prepared facilities and begun working on specific projects. Sooner or later the effects will come,” said Patrycja Zielińska.

  9. HOW TO PREPARE THE OFFER

The price should be provided in PLN split into the net value and VAT due. Presentation of the DRONE – GEOMONITOR at the Institute of Aviation

As part of the cycle Night of Museums, the Aviation Institute made available to visitors an unmanned unit (hybrid airship – combination of a multicopter with an aerostat) made on the order of Konsorcjum – Przedsiębiorstwo Badań Geofizycznych, OPEGIEKA, Centrum Badań i Rozwoju Technologii dla Przemysłu, by the Polish contractor ADACO under the supervision of the Institute of Aviation.

The UAV is powered by 2 internal combustion engines Simonini with a power of 33 hp each and stabilized by a system of 4 electric motors NTM with a power of 5.5 kW each. Thanks to them it is possible to stabilize the object with an accuracy of up to 10 cm, which is an unprecedented result. The current coverage of the prototype UAV is 50 km but can be considerably increased, depending on the choice of technologies for powering the engines and the area of ​​application.

 

The process of designing and testing the unit demonstrated its additional capabilities which will allow its use in many other areas. Works have already begun on a version of UAV with a smaller diameter of 3 m. The consortium intends to adjust the drone by optimizing the weight of the design and selecting equipment for both civilian and military use. Greater range and capacity will allow to broaden the spectrum of its capabilities – it will be able to perform tasks of border surveillance, reconnaissance and scout flights, reconnaissance flights during rescue. It is also planned to make versions with equipment useful on roads in the process of planning and monitoring the quality of national roads and motorways, as well as to monitor the condition of the energy infrastructure. In the latter case, possibilities are analyzed of powering the batteries of electric motors directly from the grid.

 

An absolute novelty of the drone is the system of rotors and the original control system, which in combination with the aerostat provide unprecedented performance in maneuverability and load capacity.

Updated schedule of calls for proposals for the Smart Growth Programme in 2015.

The Ministry of Infrastructure and Development published an updated schedule of tenders for 2015 under the Smart Growth Programme. In particular, the new version of the schedule specifies the dates of the second tender under Sub-measure 1.1.2 R&D work related to manufacturing a pilot/demonstration installation and provides information about the next competition under Measure 1.2 Sectoral R&D programmes.
